Designated as Korea’s first Free Economic Zone in 2003, IFEZ laid the foundation for international cities across Songdo, Yeongjong, and Cheongna, attracting global capital and industries, which fueled Incheon’s impressive growth over the past twenty years. Building on its achievements, IFEZ has now announced the era of Incheon Free Economic Zone 2.0, signaling a new leap forward. This issue looks into the great journey, the foundation of IFEZ’s competitiveness and value today, and explores future strategies that will shape the new era.

Phase I.
2003-2009 Designated as Korea’s First Free Economic Zone, Establishing the Foundation for IFEZ’s Growth
On August 11, 2003, with the official designation of the areas of Songdo, Yeongjong, and Cheongna as Korea’s first Free Economic Zone, Incheon began its journey to become a Northeast Asian business hub. In October of the same year, the Incheon Free Economic Zone Authority (IFEZA) was established to create the institutional framework and improve the business environment by attracting foreign investment and implementing special regulations.
During this early phase, IFEZ concentrated on establishing the city’s foundation while shaping its identity as an international hub. Beginning with the reclamation of Songdo International City’s Districts 5 and 7 in 2004, infrastructure development encompassing international business, residential, and educational functions started. The attraction of Celltrion became a symbolic milestone, demonstrating tangible results from foreign investment. Later, the completion of GM Daewoo’s Cheongna R&D Center, the recruitment of UN-affiliated organizations, and the founding of international schools elevated the city’s international stature. The opening of the Incheon Bridge in 2009 connected the airport, industry, and residential areas, completing the spatial layout of the international city.

Phase II.
2010-2017
Transforming into a Global Hub Beyond Boundaries
With its foundational infrastructure in place, IFEZ entered a new growth phase starting in 2010 while envisioning the results of ‘international city development.’ As foreign investment sped up, the influx of global capital increased, followed by large-scale domestic investments from major companies like Samsung, POSCO, Hyundai, and Lotte, strengthening the industrial base. The groundbreaking of Samsung Biologics and the entry of global companies into the area marked a turning point, positioning Songdo as a world-class biotech production hub. The expansion of Yeongjong’s aviation MRO industry and Cheongna’s R&D infrastructure further translated this momentum into tangible outcomes. Projects to develop an ecosystem to establish a global city also intensified. Many international organizations—including the Green Climate Fund (GCF) and the World Bank Group—set up their offices in the area, overseas universities opened campuses centered around the Incheon Global Campus (IGC), and the overall quality of the city improved through better residential conditions and expanded cultural infrastructure. In this process, IFEZ shed its image as a ‘development site’ and matured into a fully-fledged international city, with industry, education, and international cooperation becoming organically integrated.

2018-2023
Continuous Evolution: Completing Strategy and Brand to Lead the Future
Since 2018, IFEZ has shifted its strategic focus from expansion to advancement, reorganizing the city’s competitiveness through strategic cluster development that maximizes each region’s strengths. Songdo became a global biocluster, leveraging the world’s largest biopharmaceutical production capacity and evolving into an innovation hub that combines advanced manufacturing with knowledge service industries. Cheongna expanded its industrial ecosystem by linking demonstration and commercialization, focusing on robotics and future mobility. Yeongjong aimed to transform into an aviation and tourism hub through aviation MRO, UAM, and integrated resorts.
At the same time, IFEZ increased support for startups and global education infrastructure, reinforcing a positive cycle of talent development. Initiatives to expand K-content and cultural competitiveness, along with eco-city development, were practical strategies to bring innovation into everyday life. IFEZ has led the way into the future by taking on challenges to position itself as a global innovation city that integrates strategy, brand, industry, and community, rather than just developing as a location.

Value Up Strategy
for the Qualitative Growth of Existing Projects
In 2024, IFEZ unveiled a forward-looking strategy to steer the next 20 years, building on the successes of the past two decades. Focused on two pillars—“Value Up” and “Innovation Growth”—the Incheon Free Economic Zone 2.0 vision is now being turned into specific initiatives. The Value Up Strategy aims to improve the qualitative value of existing projects through three main initiatives.
First, IFEZ seeks to expand the biotech industry beyond manufacturing into research and development, creating high value. The ecosystem will be expanded to include new drug development, bio-materials, parts and equipment, and digital healthcare, forming an advanced medical industry cluster that combines production, research, and clinical applications. Second, large-scale development projects will be upgraded to meet the standards of a top 10 global city. While existing projects have focused on ‘scale,’ the plan is to prioritize ‘qualitative improvement’ and ‘sophistication,’ such as transforming the Yeongjong Aviation Complex City into a future-oriented city model that integrates industry, residential life, and tourism by attracting major corporations and creating jobs. Third, IFEZ will broaden its global network. As an economic platform connecting Korea and the world, it will strengthen international Korean business networks. The aim is to increase economic impact by creating a platform for collaboration with overseas Korean companies and a global startup support system, as well as revitalizing the MICE industry. Through these initiatives, IFEZ seeks to solidify its position as a network city where people, capital, and information come together.

Innovation Growth Strategy
Creating New Momentum for Greater Leap
The second vision to guide IFEZ 2.0 is the ‘Innovation Growth Strategy,’ which includes three main strategies aimed at creating new growth engines by boosting spatial utilization and improving industrial, cultural, and institutional competitiveness. First, expand the strategic plan to develop the Free Economic Zone into growth hubs. This strategy will turn the southern Ganghwa area into a green biocluster, while Yeongjong’s Second Dredged Material Disposal Site will become a marine tourism and leisure complex city. In conjunction with Inner Port redevelopment, IFEZ will encourage balanced growth with the old downtown area to establish a virtuous economic cycle across regions. Second, IFEZ will boost competitiveness in the K-content industry. By developing the Cheongna Media & Cultural Complex and building indoor and outdoor studios, IFEZ will enhance global competitiveness in content production, distribution, and consumption. According to the strategy, IFEZ will shift from a ‘gateway city’ to a ‘destination city’ by integrating tourism and cultural infrastructure, using K-culture as a growth engine for both urban branding and industrial progress. Third, institutional innovation will enhance the business environment. IFEZ will notably improve the operational environment for businesses through bold regulatory reforms and tailored incentives, while also promoting the streamlining of administrative procedures and amending the Free Economic Zone Act. These efforts aim to establish a strong institutional foundation for the IFEZ 2.0 era.
This series of strategies and development plans forms the basis for creating an innovative ecosystem where research, industry, the economy, and the city are organically linked, along with a clear roadmap to guide the IFEZ 2.0 era.
IFEZ’s NOW! Four Key Projects for 2026
① Development of K-Con Land
Yeongjong and Cheongna will be transformed into a visual culture complex cluster called K-Con Land, aiming to attract 50 million visitors annually and generate KRW 10 trillion in added value.
② Expansion of a Global Bio-Specialized Complex
An unmatched bio cluster connecting Songdo, Yeongjong, and Namdong Industrial Complex will be created, completing a global bio value chain while encouraging balanced growth between the old and new downtown areas.
③ Establishment of an AI-Integrated Digital Transformation and Industrial Innovation Platform
IFEZ will develop an intelligent platform city focused on AI technology as the core of the city’s operations. Key objectives include fostering a physical AI-oriented ecosystem and speeding up AI-driven transformation across manufacturing industries.
④ Expansion of the Free Economic Zone to Southern Ganghwa
By 2035, the Free Economic Zone will expand to include southern Ganghwa, following Songdo, Yeongjong, and Cheongna. It will be developed into a global center for advanced industries, AI-based sustainable cities, and K-culture.
