First Demonstration of AI-Powered City Operations at Pentaport Festival
The Incheon Free Economic Zone Authority (IFEZA) successfully conducted its first demonstration of an AI-powered urban operations service at the Incheon Pentaport Rock Festival 2026. Using its in-house-developed AI Integrated Crowd Risk Monitoring Solution, IFEZA monitored safety conditions in real time at the large-scale festival, which drew more than 100,000 visitors, marking the first practical application of AI to city operations.
During the demonstration, AI analyzed expected visitor numbers, pedestrian flow, and weather conditions to identify potential risk areas. Throughout the festival, CCTV video analytics detected crowd congestion, fires, smoke, violent incidents, and other emergencies in real time. After the event, the system automatically generated analytical reports on incidents and response measures, providing valuable data for future operations.
Building on years of smart city expertise and accumulated urban data, IFEZA is advancing its vision of an AI Operating City, where AI serves as the core engine of city management.
Songdo Resource Circulation Center Environmental Campaign Engages 5,376 Citizens
IFEZA, together with the Incheon Environmental Corporation, conducted the Songdo Resource Circulation Center (SRF) Environmental Campaign on Proper Waste Disposal and a public awareness survey to promote proper household waste separation and to strengthen awareness of resource circulation.
Among the 5,376 participants, 96% said they understood proper waste separation guidelines, and 95% recognized the importance of correctly separating recyclable waste.
The survey also highlighted public expectations for environmental facilities and ecological spaces. Regarding environmental facility operations, respondents were most interested in ecological education programs (22%) and improved accessibility (21%). For the planned Songdo International Eco Center, many anticipated benefits, including promoting eco-tourism and the local economy (28%) and enhancing the city’s environmentally friendly image (27%).
Based on the campaign results and public feedback, IFEZA plans to expand resource-circulation policies and environmental education while continuing to build an eco-friendly city with its citizens.
Expanding Reuse of Treated Wastewater in Songdo Through Stronger Partnerships
On July 8, IFEZA held a meeting at G-Tower in Songdo with organizations using reclaimed wastewater from the Songdo Wastewater Reuse Facility. Participants reviewed current facility operations and discussed ways to expand the use of reclaimed water, while gathering user feedback.
Representatives from the Incheon Environmental Corporation, Incheon Total Energy Co., Ltd., and other related organizations attended the meeting to review the current water supply system, discuss measures to ensure urban safety amid aging facilities and pipelines, and explore ways to increase the utilization of reclaimed water. They also discussed cooperation on ESG management and the development of an environmentally friendly industrial ecosystem based on resource circulation.
Originally established in 2004, the Songdo Wastewater Reuse Facility upgraded its treatment process in 2023 by introducing an advanced reverse osmosis (RO) purification system. The facility currently produces approximately 1.33 million cubic meters of reclaimed water annually for industrial use and district heating.
Working closely with the Incheon Environmental Corporation, IFEZA plans to continue improving related systems and infrastructure and to gradually increase water reuse rates.
Detailed Design Begins for Smart City Infrastructure in Songdo District 11-1
On July 7, IFEZA held the project kick-off meeting for the detailed design of the IFEZ Songdo District 11-1 Smart City Infrastructure Project at G-Tower.
The project targets the final development area of Songdo International City and brings together the smart city expertise accumulated throughout Songdo to complete the city’s next-generation urban model. The detailed design focuses on integrating information and communications technology (ICT) into key public services—including transportation, public safety and disaster prevention, environmental management, facility management, and public information services—to create a smart urban environment that citizens can experience firsthand.
The meeting focused on five core ICT service areas: intelligent CCTV systems, smart crosswalks, real-time air-quality and water-level monitoring, traffic signal control, Bus Information Terminals (BIT), Variable Message Signs (VMS), and remote management of on-site facilities.
IFEZA plans to complete the detailed design by May 2027 and to proceed with implementing smart city infrastructure services for Songdo District 11-1 by 2028.
IFEZA Proposes Legal Amendment to Streamline Approval Procedures for FEZ Development Projects
On July 3, the Incheon Free Economic Zone Authority (IFEZA) proposed amendments to the Special Act on Designation and Management of Free Economic Zones at the 34th National Meeting of Free Economic Zone Commissioners, hosted by the Gyeonggi Free Economic Zone Authority. The proposal aims to simplify approval procedures for development projects within free economic zones.
Under the current system, even after an implementation plan is approved, separate procedures are required to change or revoke the designated use of public property, which must be approved by the Public Property Deliberation Committee. This duplication of administrative procedures has delayed project implementation and created obstacles to investment attraction.
IFEZA proposed revising the law to allow procedures for revoking the designated use of administrative property and changing the use of general property to be processed concurrently with the approval of implementation plans. If adopted, the amendment is expected to shorten project timelines and improve administrative efficiency by consolidating public property procedures. IFEZA will continue to identify institutional barriers and unnecessary regulations in free economic zone development while working with relevant agencies.
IFEZA Earns Top Grade for Eight Consecutive Years in Free Economic Zone Performance Evaluation
The Incheon Free Economic Zone Authority (IFEZA) earned the highest S Grade in the Ministry of Trade, Industry and Energy’s 2025 Free Economic Zone Performance Evaluation, making it the only free economic zone among Korea’s nine FEZs to achieve the top rating for eight consecutive years.
The evaluation comprehensively reviewed each zone’s 2025 implementation plans and performance. IFEZA was recognized for systematically laying a foundation for sustainable growth through strategic investment attraction, future development planning, urban infrastructure expansion, and improvements to the living environment.
Last year, IFEZA attracted USD 790 million in foreign direct investment (FDI), achieving 138.2% of its target. It also attracted 15 major domestic and international companies, including Samsung Biologics and LOTTE BIOLOGICS, thereby strengthening its strategic industries.
In addition, IFEZA established its long-term development roadmap through the IFEZ Vision & Strategy 2040 and enhanced urban competitiveness through projects such as the opening of the Cheongna Sky Bridge, the normalization of the Midan City development project, the attraction of international schools, and the K-CON LAND initiative.
IFEZA will continue strengthening its competitiveness as a global hub for business innovation.
K-Bio Lab Hub to Break Ground in Q3, Creating a Bio Startup Hub in Songdo by 2028
The K-Bio Lab Hub project led by IFEZA is scheduled to break ground in the third quarter of this year.
Located on the Yonsei University International Campus site in Songdo International City, District 7, the project has completed all administrative procedures and design reviews and is now in the contractor selection stage. Construction will proceed under systematic project management, with completion targeted for the end of 2028.
The K-Bio Lab Hub is a key national infrastructure project supporting bio startups. With a total construction budget of KRW 93 billion, the facility will comprise one basement level and nine above-ground floors, totaling 20,375 m².
The project is jointly promoted by the Ministry of SMEs and Startups, IFEZA, Yonsei University, and the Incheon Center for Creative Economy & Innovation. Bio startups selected for the pilot program are already conducting research and startup activities on the Yonsei University International Campus.
Upon completion, the Lab Hub is expected to become a central platform for nurturing bio startups and commercializing technologies within the Songdo Bio Cluster, supported by advanced research equipment, startup support programs, and an open innovation ecosystem.
Incheon Steps Up Efforts to Secure KRW 1 Trillion National AI Connected Car Project
The City of Incheon has officially launched a dedicated task force to secure a KRW 1 trillion national government project for AI-connected vehicles, accelerating efforts to develop the AI connectivity industry.
At the AI Connected Mobility Task Force Review Meeting on July 30, officials from IFEZA and other city departments, along with experts from the Korea Automobile Research Institute, Incheon Technopark, Inha University, and other industry, academia, and research organizations, discussed strategies and key initiatives to secure national funding. The meeting reviewed progress since the task force’s establishment and refined implementation strategies.
Building on Robot Land and the Cheongna Connected Car Certification Center, Incheon plans to develop a corporate-led AI connectivity ecosystem supported by financial investment. The city will also promote business-friendly policies, including regulatory improvements and tax incentives, and foster AI-connected vehicles and cybersecurity as future growth industries.
