On Wednesday, February 27, 2019, the Incheon Free Economic Zone Authority signed a basic agreement with Songdo International City Development LLC for the Phase 2 construction of Arts Center Incheon. The second phase was planned with a total project cost of KRW 220 billion (approximately USD 196 million), including an opera house with two basement levels, five above-ground floors, and 1,439 seats, as well as a performance hall with two basement levels, eight above-ground floors, and a total floor area of 20,373 square meters. While the first phase completed a concert hall dedicated to classical music, the second phase was planned as a complex cultural facility featuring an opera house and museum for pop concerts and musical performances.
