이 사안은 탁상공론이나 장기 검토의 문제가 아니라, 더 이상의 손해와 갈등을 막기 위해 신속하고 실질적인 정비가 필요한 사안이라고 판단됩니다. IFEZ 및 인천시는 주민등록 여부가 아닌 실질적 거주 사실을 기준으로 한 정책 대안을 조속히 검토하고, 제3연륙교 통행료 정책에 대한 명확한 입장과 구체적인 개선 일정에 대해 공식적으로 설명해 주시기를 요청드립니다.

Regarding the toll exemption policy for the Third Yeongjong Bridge, I wish to raise concerns that Incheon City’s explanation of “loss compensation for a fiscally funded road” is, in practice, operating in a way that shifts the financial burden onto foreign residents. Despite living in the same community and contributing to local taxes and the economy, foreign residents are being treated differently solely based on nationality, which raises serious questions of fairness.

Even if loss compensation is deemed necessary from an administrative perspective, it should not be structured in a way that places the burden disproportionately on a specific group of residents. Under the current policy, foreign residents cannot help but perceive that the city’s stated loss-compensation rationale effectively expects them to absorb those losses. If this unclear and unbalanced policy continues, foreign residents will continue to incur tangible financial losses, undermining trust in IFEZ as an international and inclusive economic zone. This issue requires a prompt and practical resolution, not prolonged theoretical discussions, to prevent further harm and unnecessary conflict.

I respectfully request that IFEZ and Incheon City urgently review alternative policy measures based on actual residency rather than registration or nationality, and provide a clear official explanation along with a concrete timeline for resolution.
